Development time:   Quick. Very,(sometimes very, very) time consuming.
Additional cost to develop?   No. Yes.
Compatibility with browsers:   Some browsers like Firefox will cache looped .gifs and will not play them again until the user clears their Internet cache. Works with almost every browser.
Examples:
Can you see the difference? Sometimes it's obvious, sometimes it's more subtle. Animated .gifs have more of a blinking animation style whereas Flash is smoother, dynamic and/or interactive. (Hit refresh to see these play again.)
